Features and purpose

사용자의 작업 설명을 바탕으로 GitHub 작업 티켓을 자동으로 생성합니다. 프론트엔드[FE], 백엔드[BE], 인프라[INFRA] prefix에 따라 적절한 레포지토리에 티켓을 생성하고, 작업 항목, 완료 기준, 우선순위, 예상 소요 시간을 포함합니다. 기능 티켓이 아닌 개별 작업 단위의 티켓 생성 시 사용합니다.
