プロジェクト全体のステアリングドキュメント（永続的コンテキスト）の管理ガイド。以下の状況で使用する: (1) ユーザーが「プロジェクト方針を定義したい」「技術スタックを整理したい」と言った時 (2) specs/_steering/ 配下のファイル構造・テンプレートを確認する時 (3) product.md, tech.md, structure.md, principles.md の書き方を知りたい時 (4) ステアリングドキュメントのBootstrap/Syncモードを理解したい時 ステアリングドキュメントは全SDDコマンドが自動参照するプロジェクトの「唯一の真実の源」。
