Creates component-scoped hooks (skills/commands/agents) with PreToolUse/PostToolUse/Stop events, project settings hooks (settings.json/settings.local.json), or legacy global hooks. Routes to hooks-knowledge for patterns and templates. Does not contain active hooks.
